The legal threshold for IVF in Georgia has not changed, but the entry requirements have been updated. The current legal framework is stable, mandatory medical insurance is in effect, Chinese citizens only need visa-free entry, and medical stays require no separate medical visa; the restrictive draft is still not passed.

Unchanged: The current legal framework remains stable

Since 1997, Georgia has established the legal status of assisted reproduction through Article 143 of the Health Care Law and supporting regulations, operating for nearly three decades to date. The core system is unchanged: at the baby birth, the intended parents are directly registered as the legal parents, the surrogate and donor have no parental rights, and no post-birth adoption procedure is needed; the birth medical certificate, once Hague Apostilled, can be used for the relevant procedures upon return to the home country.

In effect: Mandatory entry medical insurance

According to the latest provisions of Georgia Tourism Law, from January 1, 2026, all foreign citizens entering Georgia must hold valid travel medical and accident insurance; specific requirements include:

  • Minimum coverage of no less than 30,000 GEL (approximately 70,000-80,000 RMB);
  • The insurance validity must cover the entire stay from entry to exit;
  • The policy content must be presented in English or Georgian, and the relevant documents must be carried for inspection upon entry.

Insurance can be purchased from local Georgian or international insurance companies. It is recommended to allow time for processing when planning the trip and to extend the coverage period appropriately to accommodate itinerary changes.

Chinese citizens: Visa-free entry, no separate medical visa needed for medical stays

After the mutual visa-waiver arrangement between China and Georgia took effect, Chinese citizens can enter Georgia visa-free with a valid passport, and stays for medical purposes require no separate medical visa. Compared with destinations that require advance medical visa applications, the process cost of seeking medical care in Georgia is further reduced. Before traveling, it is advisable to confirm details such as passport validity and stay limits with the service provider.

Not yet implemented: The restrictive draft remains under review

In 2023, the ruling party of Georgia proposed a draft law intended to restrict foreign citizens from receiving assisted reproduction services in Georgia. As of October 2026, the draft remains at the parliamentary review stage, not passed and not in effect, and the current legal framework is unchanged. However, legislative trends carry long-term uncertainty, and families planning to go to Georgia should pay attention to policy-change clauses in their contracts when signing.

Three reminders for families planning to go to Georgia:

  • Purchase medical insurance meeting the coverage requirement before departure, and keep the policy in English or Georgian;
  • Confirm passport validity and stay limits in advance; visa-free entry does not mean indefinite stay;
